During this CLE program, Water Law Professionals will cover several topics related to water law and policy. Speakers will cover both law and policy aspects of Arizona’s constantly evolving water landscape to better understand where we are today and where we need to go as it relates to Arizona’s water resources. Participants in this program will explore:

Kalyn Dyanne Behnke Related Seminars and Products


Kalyn Behnke is an Assistant Attorney General at the Arizona Attorney General’s Office. Her primary areas of practice include condemnation, NEPA compliance, zoning, and land use permitting issues. She represents the Arizona Department of Transportation in various administrative proceedings and litigation matters. Kalyn earned two B.A.’s, an M.A., and a J.D. from Arizona State University.


Elias James Ancharski Related Seminars and Products


Eli Ancharski is an associate with Osborn Maledon, where he is a member of the firm’s Energy, Water, and Utility Practice Group. Eli’s specialty involves providing counsel to private companies spearheading energy development and environmental initiatives in Arizona. Eli frequently works as the bridge between companies and Arizona’s governing regulatory agencies. Using his expertise in government and regulatory law and state and local administrative law to accompany clients through transactional and regulatory hurdles, Eli’s counsel includes preparing his clients’ proposals for compliance and ultimate success. His clients include water utility companies, electric cooperatives, energy developers, energy procurement companies, telecommunications providers, and energy interest groups. Eli holds a B.S. from University of Pittsburgh and a J.D. from Vermont Law School.


Shivani Shah Related Seminars and Products


SHIVANI SHAH is an Associate Engineer at Arizona Department of Environmental Quality with over 17 plus years of experience in wastewater and reuse permitting. She has worked on wastewater treatment design and review for permitting and also worked on reuse projects. Past two and half years, she has worked on Rulemaking for Advanced Water Purification (AWP) and led the operations subgroup for AWP Technical Advisory Committee. Currently, she is working with the AWP team towards implementation of AWP regulations.


Cora Tso Related Seminars and Products


CORA TSO is a Senior Research Fellow at Arizona State University (ASU)’s Kyl Center for Water Policy at Morrison Institute. In this role, Cora works to research, analyze, and develop recommendations related to Arizona Tribal water policy in collaboration with Tribal leadership and representatives, state government agencies and stakeholders in connection with the Arizona Water Innovation Initiative (AWII).
Previously, Cora has worked with governmental, private and non-profit organizations focusing on Indian law, water law and environmental law and policy matters. Tso is an enrolled member of the Navajo Nation. She is of the Reed People clan and born for the Black Streaked Wood clan. Her maternal grandparents are of the Bitterwater clan and her paternal grandparents are of the Red House clan. She was born and raised on the Navajo reservation and is originally from Shonto, Arizona, located in northeastern Arizona.


Nicole D Klobas Related Seminars and Products


NICOLE D. KLOBAS is Chief Counsel for the Arizona Department of Water Resources. A graduate of the Sandra Day O’Connor College of Law at Arizona State University, she has represented the Department since 2003 in various matters, including Assured and Adequate Water Supply, groundwater, water banking, and Colorado River issues. Ms. Klobas has represented the Department in workgroups, rulemaking proceedings, and administrative hearings, as well as appellate proceedings. She participated in negotiating and drafting agreements and documents related to the 2007 Interim Guidelines, Minutes No. 319 and 323, the Drought Contingency Plans, and the 500+ Plan.


Emily Elizabeth Petrick Related Seminars and Products


EMILY E. PETRICK is a Deputy Counsel at the Arizona Department of Water Resources and advises the Department's Active Management Areas and Assured and Adequate Water Supply programs. Previously, she was an Assistant Attorney General at the Arizona Attorney General's Office in the Consumer Protection Division and at the Texas Attorney General's Office in the Environmental Protection Division.


Natalie Angelina Kilker Related Seminars and Products


Natalie Kilker is a rulewriter and legal specialist at the Arizona Department of Environmental Quality, where she focuses on groundwater and reuse programs such as the Aquifer Protection Permit program and the Advanced Water Purification Program. Since beginning her work with ADEQ in 2022, Natalie has conducted various rulemakings, issued policies, aided legislative efforts, and provided legal interpretation and support to ADEQ subject matter experts on a variety of groundwater issues. For the past two years, Natalie was one of two assigned rule writers who, in coordination with technical experts, authored the Advanced Water Purification rules in the Arizona Administrative Code and shepherded the rulemaking effort through all required Agency rulemaking processes under the Arizona Administrative Procedure Act, including stakeholder processes, approval from the Governor, and final approval by the Governor's Regulatory Review Council. Natalie is a life-long Sun Devil, graduating from Sandra Day O'Connor College of Law in 2021, and is a member of the State Bar of Arizona.
