Natalie Angelina Kilker
Natalie Kilker is a rulewriter and legal specialist at the Arizona Department of Environmental Quality, where she focuses on groundwater and reuse programs such as the Aquifer Protection Permit program and the Advanced Water Purification Program. Since beginning her work with ADEQ in 2022, Natalie has conducted various rulemakings, issued policies, aided legislative efforts, and provided legal interpretation and support to ADEQ subject matter experts on a variety of groundwater issues. For the past two years, Natalie was one of two assigned rule writers who, in coordination with technical experts, authored the Advanced Water Purification rules in the Arizona Administrative Code and shepherded the rulemaking effort through all required Agency rulemaking processes under the Arizona Administrative Procedure Act, including stakeholder processes, approval from the Governor, and final approval by the Governor's Regulatory Review Council. Natalie is a life-long Sun Devil, graduating from Sandra Day O'Connor College of Law in 2021, and is a member of the State Bar of Arizona.
