Colorado River Update
Description: This presentation discusses recent updates pertaining to the Colorado River – a critical source for Arizona’s water. Attendees will engage with the most up-to-date information regarding Arizona’s allocation of Colorado River water and what the future holds for water in the Southwest.

Exploring Active Management Areas, Groundwater, and the Governor’s Water Policy
Description: As Arizona’s supply of surface water continues to encounter reductions and supply shortages, groundwater supply is facing increasing conservation and regulation. Attendees will explore the changing landscape as it relates to groundwater throughout Arizona and come away with an understanding Active Management Areas, the impact to groundwater users in those areas, and existing and future policy directives from the Governor’s Office.

Kimberly Parks, Deputy Counsel, Legal Division, Arizona Department of Water Resources
serves as Deputy Counsel for the Arizona Department of Water Resources where she represents the Department in all matters relating to the general stream adjudications. Ms.Parks also serves on the Executive Council for the Environmental and Natural Resources Section of the State Bar of Arizona. Prior to joining ADWR, Ms. Parks was an Assistant Attorney General in the Antitrust Division of the Ohio Attorney General's office and a felony prosecutor for the Commonwealth of Kentucky. Ms. Parks is a graduate of The Ohio State University and Capital University Law School.
Kevin Crestin has been with the Natural Resources Section of the Arizona Attorney General’s Office since 2018. He represents the Arizona State Land Department and other state agencies in Arizona’s General Stream Adjudications and provides advice on water resource issues. Prior to joining the Attorney General’s Office, he was a law clerk for the Arizona Court of Appeals.
Nicole D. Klobas is Chief Counsel for the Arizona Department of Water Resources. A graduate of the Sandra Day O’Connor College of Law at Arizona State University, she has represented the Department since 2003 in various matters, including Assured and Adequate Water Supply, groundwater, water banking, and Colorado River issues. Ms. Klobas has represented the Department in workgroups, rulemaking proceedings, and administrative hearings, as well as appellate proceedings. She participated in negotiating and drafting agreements and documents related to the 2007 Interim Guidelines, Minutes No. 319 and 323, the Drought Contingency Plans, and the 500+ Plan.
Emily Petrick is a Deputy Counsel at the Arizona Department of Water Resources and advises the Department's Active Management Areas and Assured and Adequate Water Supply programs. Previously, she was an Assistant Attorney General at the Arizona Attorney General's Office in the Consumer Protection Division and at the Texas Attorney General's Office in the Environmental Protection Division.
