SCOTT BALES is of counsel at Lewis and Roca LLP, where he focuses his practice on appellate and complex litigation, including constitutional and public law. Prior to joining Lewis and Roca, Mr. Bales served as Arizona’s Solicitor General from 1999 to 2001. He handled major appeals in state and federal court, oversaw the enforcement of Arizona election laws and supervised the preparation of legal opinions on issues concerning state government. Before becoming solicitor general in 1999, Mr. Bales served as deputy assistant attorney general for the U.S. Department of Justice’s Office of Policy Development, as Special Investigative Counsel for the Justice Department’s Inspector General, and as a federal prosecutor in the U.S. Attorney’s Office in Phoenix. He was a clerk for Ninth Circuit Judge Joseph T. Sneed III and U.S. Supreme Court Justice Sandra Day O’Connor. He has served on the State Bar’s Rules of Professional Conduct Committee since 1999.
