Shannon Hines
Shannon O’Connor Hines is an Attorney Adviser in the Office of Legal Affairs at the U.S Department of State. She provides legal advice to the Office of Children’s Issues on the implementation of the Hague Convention on the Civil Aspects of International Child Abductions. Ms. Hines has also written policy guidance and provides advisory legal opinions on abduction prevention issues, such as two parent consent for passports for minors. In addition to her duties on abductions and abduction prevention issues, Ms. Hines provides legal and policy advice on the Privacy Act. Prior to joining the Office of Legal Affairs as an Attorney Adviser, Ms. Hines was a Presidential Management Fellow for the Office of Children’s Issues, specializing in abductions and abduction prevention. Ms. Hines holds a bachelor degree, magna cum laude, from Boston University, and a juris doctorate from Suffolk University Law School. She is licensed to practice law by the state of California.
