CHAPTER 13 TRUSTEE
Russell received a Bachelor of Science degree in Business Finance from Kansas State University in 1981 and Juris Doctorate degree from Washburn University in 1985. Before becoming a trustee, he practiced consumer bankruptcy law for eleven years and was a founder of the Arizona consumer bankruptcy subsection and its first chair. In 1996, the United States Trustee appointed him as a Chapter 13 Standing Trustee for the District of Arizona. Russell is a Certified Fraud Examiner (ACFE). He serves or has served on various state committees including three Local Bankruptcy Rules Committees, Chapter 13 Fees Committee, the Consumer Protection Committee of the State Bar, Chapter 13 Model Plan group, Bankruptcy Court Website Committee, and Bankruptcy Court ECF Users Group. Russell has been a speaker numerous times on Chapter 13 issues and conducted many seminars for practitioners. He was on the National Association of Chapter 13 Trustees Board for two years and currently serves on the Board of Directors for the National Data Center (NDC) as its Secretary/Treasurer. He served on the Board of Directors for the Trustee Education Network (TEN) and assisted TEN to develop its online
debtor education course. Also, he serves or has served on various NACTT committees, including the Due Process Committee, Insurance Working Group, Standing Trustee Alliance for Computer Security, Statistical Data Committee, and Website Committee. For the previous eight years, Russell has been the administrator for the NACTT’s listserves. He was the trustee representative on the national Additional Stakeholders Functional Requriements Group (CM/ECF Next Generation Project for the Administrative Office of the Courts) for 2010-2011.
