Paula R Eaton


Honorable Paula Eaton is the Vice Chief Administrative Law Judge with the Industrial Commission of Arizona, where she has served since 1994. Before her appointment to the Administrative Law Judge Division, she worked as a staff attorney with the agency.

Judge Eaton has extensive training in both basic and advanced mediation. She is a certified Workers’ Compensation Specialist and has held multiple leadership roles within the State Bar of Arizona’s Workers’ Compensation Section, including serving as past co-chair of the Section, past co-chair of the CLE Committee, and currently as its budget officer.

She has contributed to the legal profession as an editor of the Arizona Appellate Handbook, Workers’ Compensation Section (State Bar of Arizona) and as the author of “The Americans with Disabilities Act and Workers’ Compensation Law,” published in the Tort and Insurance Law Journal (Winter 1993).

Judge Eaton is a graduate of Prescott High School, Northern Arizona University (B.A., 1987), and the University of Arizona (J.D., 1990). In addition to her judicial work, she serves as a subject matter expert at Grand Canyon University, where she teaches courses on the Arizona and United States Constitutions.
