Joy Rich


, AICP, is a deputy county manager with Maricopa County. Her areas of responsibility include the air quality, environmental services, emergency management, facilities management, planning & development, waste resources, and transportation departments and the flood control district. Ms. Rich previously served as assistant county manager and director of the Planning & Development Department, which provides land use planning, zoning, building permit, and code enforcement services to unincorporated Maricopa County. Before joining Maricopa County, she worked for both the cities of Phoenix and Glendale. Ms. Rich holds Bachelor of Science degrees in geography and master of public administration degrees from Arizona State University. She is a member of the American Institute of Certified Planners, the American Planning Association, the Arizona City/County Management Association and Valley Partnership’s City/County Committee. 06/2016
