Charles Graf
Chuck Graf is a Principal Hydrogeologist at the Arizona Department of Environmental Quality. From 2006-2009, he served as an Associate Director of the Arizona Water Institute. Prior to that, he was Deputy Director of the Water Quality Division at ADEQ for eight years. He has a degree in Engineering Science from Arizona State University and is a Registered Geologist in Arizona. He has worked in previous engineering, hydrological, and water resources positions with the U.S. Forest Service, Arizona Department of Water Resources, and Tetra Tech International, where he managed a regional water resources office as a hydrogeological consultant in the Sultanate of Oman. Over his career, Mr. Graf has directed groundwater, surface water, and drinking water quality assessment, protection, cleanup, and regulatory activities.
At ADEQ, Mr. Graf managed the agency’s effort to develop regulations for the safe reuse of reclaimed water, which culminated in a well-received set of rules in 2001 that modernized Arizona’s reclaimed water program. These rules established permitting requirements governing reclaimed water and gray water, treatment standards for wastewater treatment plants, and reclaimed water quality standards for end uses of reclaimed water. He is now leading the Department’s effort to update the 2001 reclaimed water rules.
