is a Senior Member of The Cavanagh Law Firm, a Phoenix-based law firm where his practice involves all areas of state and local tax including sales, use, gross receipts, privilege, excise, and severance taxes as well as income, real and personal property taxes. Before entering private practice, Mr. Busby served as Chief Auditor and Principal Tax Analyst for the Transaction Privilege (Sales) and Use Tax Division of the Arizona Department of Revenue. During his time at the Department, he argued and settled cases for the Department, advised the Director on tax policy issues as a member of the Uniformity Committee, and acted as liaison to the Attorney General's office. As Chief Auditor, he employed a staff of 125 professionals to administer Arizona's sales, use and severance tax audit programs including the Cities Program, which conducts audits for 75 Arizona municipalities. In his law practice, and before that while working for two of the world’s largest accounting firms (Arthur Andersen and Deloitte), Mr. Busby has successfully advised and represented numerous clients of all sizes and from numerous industries in a variety of tax matters. Active in the business, professional and nonprofit communities, he is a past Chair and the current Legislative Liaison for the State Bar of Arizona’s Tax Section, a board member at the Arizona Tax Research Association, on the Advisory Board for the Phoenix Tax Workshop, and a member of the Business Advisory Council for the Streamlined Sales Tax Project. Mr. Busby lectures extensively on state and local tax topics, co-authored the chapter regarding the Judicial Review of Taxation in the Arizona Appellate Handbook published by the State Bar of Arizona, and authors a monthly column on state and local tax topics entitled A Dash of SALT for the AZ CPA Magazine. He earned his J.D. and M.B.A. from Arizona State University and his B.A. from Brigham Young University. Natalia A Garrett Related Seminars and Products
is a managing attorney at VEDU PLC licensed in both Arizona and California. Natalia obtained her law degree in 2005 from the University of Arizona College of Law. After judicial clerkship, she started her legal career at a regional firm practicing in the areas of insurance defense law and business law. From 2010 to 2014, Natalia served as an Assistant Attorney General at the Arizona Attorney General’s Office representing consumer rights and several agencies from 2010 until 2017, including the Arizona Department of Revenue. To better serve clients, she completed the Master of Taxation studies at W. P. Carey School of Business in 2014. In 2017, she joined the Arizona Department of Revenue as the Deputy Assistant Director with a mission of training and supervising audit teams and serving taxpayers. She continued to pursue her Certified Public Accountant designation and later qualified as an enrolled agent (EA) with the IRS. After eleven years in the state government sector, Natalia returned to private practice, establishing VEDU PLC. VEDU PLC offers legal services in the areas of business litigation, administrative law, tax and regulatory compliance, but also currently seeks to expand services through VEDU Tax, focusing on tax planning and tax preparation. In her spare time, Natalia likes to dance, hike and search for insightful ideas. is an attorney in the private practice of law in Phoenix, Arizona, focusing his practice in corporate, tax and estate planning matters with the firm of Farley, Robinson & Larsen since 1979. His work consists of trial work and administrative hearings and includes representation of professionals before their boards (attorneys, CPAs, MDs, DOs, Dentists, Behavioral Health Specialists and Chiropractors). He was Senior Trial Attorney from 1972 to January 12, 1979 for the Internal Revenue Service, District Court in Washington, D.C., Los Angeles, California and Phoenix, Arizona. He also worked as a Spanish language court interpreter from 1967 to 1972. He graduated with a Bachelor of Arts degree with high distinction from Arizona State University in 1969 and with a Juris Doctorate from Arizona State University in 1972, where he was a member of Law Review. He served as Chairman of the Tax Section of the State Bar of Arizona from 1988-1989, and is currently on the Tax Commission. He is a member of the State Bar of Arizona Business Law, International Law, Probate and Trust Law and Tax Law Sections. He is also a member of the Maricopa County Bar Probate and Trust Section. He has also served as President, Young Lawyers 1979-1980 (Maricopa County) and is a former board member of Estate Probate and Trust Section of the Maricopa County Bar Association. He is a board member of the Phoenix Tax Workshop board from 1980 to present and the Central Arizona Estate Planning Council Study Group #3 from 1980 to present, as well as the University Club Tax Study Group. He is a frequent speaker of tax and estate planning subjects to Phoenix Tax Workshop, Arizona Society Certified Practicing Accountants, AAATP, and AFIT, a member of Toastmasters International for 37 years and Arizona Forum for the Improvement of Taxation (AFIT) board member, 1989 to present (President for 13 years), and current president.
