Ms. Holden is a Partner in the Phoenix office of Spencer Fane LLP.  Helen brings over 20 years of experience to her focus on management-side employment law, which is evident in the practical advice and training she provides to management on human resource issues. Helen’s clients include companies in diverse industry sectors, including construction, real estate, manufacturing, technology, health care, distribution, and the retail and service sectors.

Emilie Bell Assistant General Counsel, Sundt Construction
Ms. Bell is Assistant General Counsel with the Legal Department of Sundt Construction.  She practiced law for two firms in the Chicago area before moving to Phoenix in 2004. Since then, she has focused her practice on construction and corporate law. Ms. Bell joined Sundt Construction in 2022. She received her J.D. from DePaul University in 2000. She earned her bachelor’s degree in history from the University of Missouri – Columbia.

*Represented employer in successfully obtaining dismissal with prejudice in U.S. District Court of a "collective action" filed by a group of employees for unpaid overtime under the Fair Labor Standards Act.
*Successfully resolved litigation in U.S. District Court alleging violation of non-solicitation obligations of a former employee.
*Regularly represent employers in responding to charges of discrimination filed by current and former employees.
*Efficiently completed compliance audits for multiple employers, as required by client contracts.
*Successfully resolved litigation alleging violation of non-solicitation obligations of a former employee.
*Obtained dismissal of a parent corporation from litigation alleging breach of employment contract and employment discrimination by former employee of subsidiary.



Joseph Citelli Related Seminars and Products


has served as the Registrar's Chief Counsel since November, 2019, and has been with the agency since March 2016. Citelli also serves as a Young Lawyers Division Representative to the State Bar of Arizona Construction Law Section. Citelli is also a 2019 Flinn-Brown Fellow and successfully completed a program sponsored by the Flinn Foundation and the Thomas R. Brown Foundations to help expand the cadre of Arizonans in state leadership positions with the knowledge, skills, and commitment to address the state's critical long-term issues. Citelli graduated from the University of California in Davis with a Bachelor of Arts in Political Science and Communications in 2010. He received his Juris Doctor from the Sandra Day O'Connor College of Law at Arizona State University in 2015 where he received recognition as a Willard H. Pedrick Scholar. While in law school, Citelli served as Editor-in-Chief of the Sports and Entertainment Journal. Citelli was also a member of the Corporate and Business Law Society and Sports and Entertainment Law Society. Before coming to the AZ ROC, Citelli worked as a law clerk for Napier, Coury and Baillie, P. C. Law focusing on administrative, employment, and personal injury law. He also clerked as a judicial extern for the Honorable Judge Daniel P. Collins in the United States Bankruptcy Court, District of Arizona.
