Ari Ramras, Ramras Legal PLC
Ari Ramras has more than 20 years of experience in resolving real estate and business disputes. He is a Certified Specialist in Real Estate Law (State Bar of Arizona Board of Legal Specialization). Ari has consulted as an expert witness on both land title and real estate litigation standard of care issues. His broad title expertise has been gained serving as outside claims, coverage, and underwriting counsel for the largest title insurers in the country. He has been interviewed on NBC12 and ABC15 regarding real estate issues, and is a member of the State Bar of Arizona Speakers' Bureau. Ari has lectured at various continuing education and industry events on a variety of real estate issues, including a class on title procedures at the Arizona School of Real Estate and Business. He is a mediation provider for the Arizona Association of REALTORS®, and frequently mediates real estate disputes via Dirt Mediation. He has also served as a sole arbitrator and as a panelist in court-annexed arbitration, ad-hoc private arbitration.
Mark L Manoil, Manoil Kime PLC
Mark Manoil wrote and in 2002 published "Arizona Property Tax Liens - Guide to Profit, Protection and Prosecution". He has worked with local and national property tax lien buyers, and county treasurers, for more than 30 years, getting his start as a law clerk in the mid-1980s. He is a member and former board member of the National Tax Lien Association, and former chair of the State Bar Real Property Section. He is AV® Preeminent rated, a Stanford graduate, and received his JD/MBA from ASU. He speaks frequently on the topic of current developments in Arizona property tax lien law, and assisted as a subject matter expert in the crafting and passage of SB1431.
Scott A Malm, Gust Rosenfeld PLC
Scott A. Malm has been a lawyer with the law firm of Gust Rosenfeld for nearly 30 years. He advises and represents title insurance companies and their insureds, escrow companies, lenders, and similar clients in real estate matters in trial and appellate courts at the state and federal level. He is AV Preeminent rated by Martindale-Hubbell and is recognized in Best Lawyer’s in America and Southwest Super Lawyers for Real Estate Law. He has been a lead lawyer in approximately 20 published court decisions shaping Arizona real estate law. He has drafted legislation and advised legislators regarding real estate issues. Mr. Malm received his BA and JD from the University of Arizona with honors and received his MBA from the University of Wales-Cardiff Business School. He currently serves as a Settlement Conference Judge Pro Tempore for Maricopa County Superior Court and is available for private arbitrations and mediations.
Delbert Evans
Delbert Evans has been in the title industry for 20 years. He started out with no knowledge of the industry in the customer service department. At various points has worked in residential, commercial and/or the foreclosure realm before becoming Chief Title officer and eventually managing the Title Department for the Arizona and Texas production centers of a national title company. Those production centers handled commitment prep, recording and/or policy production for 10 different states including involvement with underwriting decisions. Currently he is a Chief Title Officer for Pioneer Title Agency in Arizona.
Charlene Cruz
Charlene Cruz specializes in Community Association Law, covering collections, general counsel, enforcement, and insurance defense cases. She holds a Juris Doctor from Quinnipiac University School of Law and a Bachelor of Commerce in International Business from the University of Victoria, Canada. She is a member of the Community Associations Institute (CAI) and the Arizona Association of Community Managers (AACM). With prior experience in finance and petrochemicals, Charlene is admitted to practice law in Arizona and the U.S. District Court of Arizona. Charlene is also a faculty member at the National Business Institute.

Sarah Benatar has been serving as Coconino County Treasurer since 2014, becoming the youngest County Treasurer in the history of Arizona. Since coming to office, she has received national recognition for her work in government finance and treasury management, speaking nationally with organizations such as Governing and testifying before Congress. In 2023 she was named the National Government Controller of the Year by the Controllers Council, recognizing her as a national leader for her work in treasury and financial management.

Sara holds several national leadership roles, including the 2nd Vice President of the National Association of Latino Elected and Appointed Officials (NALEO), President of the National Association of Hispanic County Elected Officials (NAHCO), and on the Board of Directors for the National Association of Counties (NACo). As a national leading voice for fiscal management, she is the current national chair of NACo's Fiscal Policy and Pensions subcommittee.

Sarah comes to the county with years of professional experience in the public sector, having worked for United Way of Northern Arizona, the National Park Service, NASA, and DNA People’s Legal Services. She attended the University of Michigan for her undergraduate career, the University of Oregon for law school, and the University of Missouri for public finance certification. Her commitment to financial accountability led her to be the first Treasurer in the state to hold the Certified Government Investment Professional (CGIP) certification. She is also the recipient of the 2023 Arizona Capitol Times Rising Star Award, the IRS Community Service Leadership Award, the Young Athena Award, and is a fellow of the American Council of Young Political Leaders.
