Alcohol Regulation in Arizona: Licensing, Law Enforcement, and Litigation

Join us for an overview of alcohol regulation by those who practice in it on a daily basis. Learn what to look for when your clients own or are involved in a business that has a liquor license. We will cover the liquor licensing scheme, criminal law enforcement and administrative compliance actions, and the subsequent litigation process that may occur in the Office of Administrative Hearings or in a Judicial Review of an Administrative Decision in Superior Court.

Camila Alarcon, Alarcon Law & Policy PLLC
Camila Alarcon has dedicated the last two decades of her legal career to the licensing and the regulatory landscapes of the alcohol and hospitality industries, and now practices exclusively in this area. She works with a wide range of producers, wholesalers, trade groups, and retail establishments, and prepares her clients to navigate the complex procedures and rules of federal, state, and local agencies. She also assists her clients in shaping legislative policy when current statutes and rules require amending.

Linda Bergevin
Linda Bergevin was appointed as Assistant Director of Licensing for the Arizona Department of Liquor Licenses and Control in April, 2024. Prior to her appointment, she worked at the Arizona Attorney General's Office as the attorney representing the Department of Liquor Licenses and Control. Before her tenure at the AG's office, she was a private practice litigator for over eleven years, working in criminal and juvenile law. Linda began her career in public service in 1988 as a financial analyst for the Arizona AG. She then became a certified peace officer, assigned to various Drug Enforcement Administration task forces, specifically investigating narcotics trafficking, human trafficking and complex crimes. Linda is a dual graduate of Arizona State University, having earned her bachelor's degree in finance and then her juris doctorate from the Sandra Day O'Connor College of Law.
Gino A Duran, Arizona Department of Liquor Licenses and Control
Gino Duran was appointed as Assistant Director and General Counsel of the Arizona Department of Liquor Licenses and Control in February 2023. He began his career in public service as a deputy sheriff with the Maricopa County Sheriff's Office, serving in various assignments including lake patrol, gang enforcement, and special investigations. After being admitted to the practice of law in Arizona he has worked as a felony prosecutor at the Maricopa County Attorney's Office, a trial attorney at the U.S. Department of Homeland Security, and as an Assistant Arizona Attorney General representing the Arizona Peace Officer Standards and Training Board. Gino is a graduate of The University of Arizona and earned his juris doctor from Georgetown University.
