The Environmental and Natural Resources Law Section has assembled a knowledgeable and experienced panel to review recent developments in environmental law. Attorneys will discuss and present information on current and forthcoming environmental law and regulatory activities within the following four areas – Air, Waste, Energy and Water. In this ever-changing field, we intend to provide participants with snap shots into several sectors of environmental law. Participants will leave with information on, and the resources to continuing learning about, a wide variety of current and forthcoming developments relating to environmental law.

Kalyn Dyanne Behnke
Kalyn Behnke is an Assistant Attorney General at the Arizona Attorney General’s Office. Her primary areas of practice include condemnation, NEPA compliance, zoning, and land use permitting issues. She represents the Arizona Department of Transportation in various administrative proceedings and litigation matters. Kalyn earned two B.A.’s, an M.A., and a J.D. from Arizona State University.
Elias James Ancharski
Eli Ancharski is an associate with Osborn Maledon, where he is a member of the firm’s Energy, Water, and Utility Practice Group. Eli’s specialty involves providing counsel to private companies spearheading energy development and environmental initiatives in Arizona. Eli frequently works as the bridge between companies and Arizona’s governing regulatory agencies. Using his expertise in government and regulatory law and state and local administrative law to accompany clients through transactional and regulatory hurdles, Eli’s counsel includes preparing his clients’ proposals for compliance and ultimate success. His clients include water utility companies, electric cooperatives, energy developers, energy procurement companies, telecommunications providers, and energy interest groups. Eli holds a B.S. from University of Pittsburgh and a J.D. from Vermont Law School.
Mark S Lewandowski
Mark Lewandowski (now semi-retired) has been an attorney at the Arizona Department of Environmental Quality for the last 33 years. He has worked under 10 different Directors drafting environmental rules and statutes in the Air, Water and Waste areas. He holds a B.S. degree from the Massachusetts Institute of Technology and earned his J.D. at Suffolk University in Boston. He is also licensed in Wisconsin.
Matthew John Rippentrop
Matt Rippentrop is a rule writer and legal analyst within the Waste Programs Division of ADEQ. Prior to joining ADEQ, Matt worked as a legislative analyst for the Missouri House of Representatives and as Legal Counsel to the National Congress of the Republic of Palau. Matt earned his J.D. at Arizona State University.
Katrina Luise Wilkinson
Katrina Wilkinson is an associate attorney at Salmon, Lewis & Weldon, PLC, where her practice focuses primarily on water law, natural resources, and environmental law. She currently represents a client regularly in the Arizona General Stream Adjudications for the Gila and Little Colorado River Systems and Sources. Katrina also represents clients with groundwater issues and administrative proceedings related to water rights and other water issues. In addition, Katrina represents clients in a range of environmental and general civil litigation matters.
Benham Safavinia
Ben Safavinia is a Senior Consultant at the Trinity Phoenix Office. His primary focus in on minor and major source air quality permitting, compliance, and reporting. He has supported various PSD and complex regulatory determination projects during his tenure with Trinity. Lastly, he is one Trinity's resources for air dispersion modeling.
